PRESS STATEMENT

The 2026 European Commission Report on Albania confirms that the Ombudsman holds "A" status accreditation as a National Human Rights Institution and continues to carry out its mandate satisfactorily (p. 38).

The report also confirms that the Constitutional Court reviewed the election of the Ombudsman and determined that the procedure was lawful (p. 38).

The Commission assesses the functioning of the National Preventive Mechanism against Torture—a mandate held by the Ombudsman—as satisfactory (p. 38). Regarding data on femicide, the report cites the Ombudsman’s Observatory as a source (p. 44, Figure 13.2).

The primary challenge remains the implementation of recommendations by public institutions. In 2025, only 17% of our recommendations were fully implemented. The Commission calls for cooperation between the Parliament and the Ombudsman, as well as accountability for institutions that fail to implement the recommendations (p. 28).
