The Ombudsman In A Live Interview From Strasbourg With A2 Cnn Television
During the official visit to the Council of Europe, the Ombudsman held a conversation with journalist Pandi Gjata on A2 CNN on the implementation of the Strasbourg Court decisions by Albania and the position of our institution on the debate on pre-trial detention.
• 75% of the ECHR decisions are not implemented within the deadline
• Non-implementation is not only related to financial compensation, but also to the restoration of a right
• The dysfunction of the justice system and property are key issues
• The Ombudsman is committed to informing and guiding citizens on how to successfully apply to the ECHR and also to push for the most complete and rapid implementation of decisions.
Regarding detention:
• The high number of detainees is criticized by the Council of Europe
• SPAK receives the most attention, but it has less than 10% of detainees
• The impact should be seen on ordinary citizens, who in 90% of cases are put in cells by ordinary prosecutors
• Citizens must be presumed innocent, otherwise their rights have been violated
